ABSTRAKMasalah dalam penelitian ini adalah hasil evaluasi yang diamati peneliti tiga tahun terakhir menunjukkan bahwa siswa yang belajar tuntas Pendidikan Kewarganegaraan dan memperoleh nilai dibawah Kriteria Ketuntasan Minimal (KKM) dengan persentasi 71%, siswa yang belajarnya tidak tuntas dan memperoleh nilai 0-74 rata-rata 29%. Tujuan penelitian ini adalah meningkatkan kemampuan siswa memahami kedaulatan rakyat dan sistem pemerintahan di indonesia melalui penerapan model pembelajaran kooperatiftipe stad bagi siswa kelas VIII.
